2. Wouldn't a website do? Sometimes a site that works well on mobile screens does the same job for less. If you need notifications, the camera, GPS or offline use, an app is the better choice.
3. Android, iOS or both? That depends on your audience. Technologies like Flutter and React Native let you build for both platforms from one codebase and keep costs down.
4. What will run behind the app? Almost every app has a server side: an API, a database and an admin panel. That part needs to be planned and budgeted up front too.
5. Who will support it after launch? Android and iOS are updated every year and app store requirements change. Regular updates and technical support should be agreed in advance.
